The health reform act requires an individual and small business exchange be established and operational by Oct 1, 2013. It’s purpose is to make it easier for small business and individuals to compare available health insurance plans. California has chosen to operate an exchange of their own.

The reform act doesn’t dictate where you must buy coverage. You are free to choose. Exchanges may not have all benefit designs that meet your needs. The only requirement outlined in the Patient Protection and Affordable Care Act is for exchanges to provide essential health benefits with no lifetime maximums and annual limits.
